An extension holding declarativeNetRequest can block or change requests using rules it declares in advance, without being able to read your traffic.

Why this one scores nothing

It replaced the older interception permission, and the difference is the point: rules are declared up front and applied by the browser, so the extension never sees your traffic. Weighting it would penalise the safer of the two options.
